Towing Issues: Is this legal?, legal cars, towing companies

Is is legal for a condo complex to have a towing sign that states no information on where to find your car if towed? Does this give any resident free use of any towing company?  Also, if a person who owns a condo, but rents it out have the right to two a car in the complex w/o any former complaint of her tenants?

In a GENERAL ANSWER, in most cities and states the laws regarding towing of vehicles from private property have requirements stating sign requirements for wording and size.  
Do a basic Goggle search on towing laws for your state and you should get a few answers... That or call a towing company in your area who does tow aways and ask them for information about the laws.

As to having the vehicle towed by renters, its usually not allowed as they tend to have fights with others in the complexes and as such involve towing companies by towing off legal cars...

MANAGEMENT are usually allowed to call for tows on vehicles after the complaints.  But in rare occasions the towing service will have authority to respond to calls from tenants (they usually have a list of authorized tenants who can call and authorize tows)
