Towing Issues: covered car towed, unlicensed vehicles, owner managers

Today, my car was towed from in front of my apartment complex.  It was moved yesterday from a garage to my building.  It was setting in front of my building today until p.m. when I left only to return 2 hours later to notice that my car was gone.  It had no tags or stickers but it was covered with a car cover.  The tow man had to have lifted the cover to notice that there were no tags on it.  The cover was strapped down to the car.  Is there a law against the towing of a vehicle that is covered with a car cover? Also, is there a law to protect private properties when it comes to this matter?

sorry but car covers are designed to protect the vehicle from the elements. If the complex has rules regarding in operative vehicles or unlicensed vehicles, they can check the vehicle for compliance

With out knowing the state and city where it happened I can not point you in the correct direction.

The laws are specific on many levels regarding the rights of the vehicle owner and the rights of the property owner - managers also.

Sorry for the lack of information but  I did the best I could with what information I have.
