Towing Issues: towing from residential neighborhood, tow operators, residential neighborhood


Question
i recently parked across the street from an apt complex that strictly enforces towing.  The place where I parked is across from the apt complex on a residential street.  There are no signs that state anything about 'no parking' etc as it is a plain residential street where residents themselves park.  Upon the morning of my arrival back to my car there was a note stating that the car would be towed if it was parked there again (obviously handwritten and taped to the windshield by a home-owner there). Is this actually enforcable? Not that I plan on parking there again, but should the case arise would the resident on a street with absolutely no signs of parking enforcement have the legal authority to have your car towed (and it was NOT in their driveway or blocking an entrance, just in front between two houses).  Also, on the chance that it was towed, I have an AWD vehicle that requires a flatbed towtruckotherwise the AWD would get severly damaged being towed by 2 wheels, if a tow truck did tow it and it wasnt a flatbed, would they be at all liable?

I wouldn't think that a handwritten note left on your windshield by just anybody, with no signs, on a public street, would give just cause for your vehicle to be towed. However, I don't know the laws in the state of Virginia. I would do some homework on your local towing laws if I were you. If you are concerned, contact your police department or an attorney who knows the law regarding tow operators. Good luck!
