Towing Issues: Is it legal, california highway patrol, tow truck driver

I live in Pomona, California.  When a car is towed does it immediately have to be taken to the towing site? or can the tow truck driver deliver it to another location, leave it and have another tow truck driver (from the same company) deliver it to the tow site?

I am not positive, however, it seems to me that once an order is made to tow a vehicle, the tow operator is obligated to deliver that vehicle directly to said company's nearest location. It could also depend on whether or not a government agency (such as your local police department or the California Highway Patrol) ordered the tow. You can check with your local law enforcement agency, or call the nearest Department of Motor Vehicles Investigations office.
