Towing Issues: towing two trailers, dodge 2500 diesel, aluminum boat

Where can I view towing regulations on-line?  I have a Dodge 2500 (diesel), a 26 ft RV trailer and a 16 ft aluminum boat. The truck will pull both with little effort, but is it legal?

But keep in mind, I have yet to see a state that allows two bumper-pull trailers.  All that I know of require the first trailer to be of a king-pin design (fifth wheel).
