Towing Issues: Towing over one trailer, california vehicle code, six degrees of separation

Question
In a previous answer, you said that a class A commercial license was required to tow more that one vehicle behind a passenger vehicle.  You referred to California vehicle code section 21713.  I read that code, and nowhere does it address the type of license needed.  DMV didn't know.  CHP didn't know.  Do you know the section that addresses this situation?  I would like to tow my fifth wheel with a small motorcyle trailer behind it. Total length 58 ft.  Thanks

Answer
Norm,

21713 is in reference to Armored Cars.  My reference was to 21715.  However, you are correct that the section does not state the licence needed.

The quote you read was from the CHP website (http://www.chp.ca.gov/html/recvehicles.html).

The code reads "21715. (a) No passenger vehicle regardless of weight, or any other motor vehicle under 4,000 pounds unladen, shall draw or tow more than one vehicle in combination, except that an auxiliary dolly or tow dolly may be used with the towed vehicle.

(b) No motor vehicle under 4,000 pounds unladen shall tow any vehicle weighing 6,000 pounds or more gross. "

Note the : No passenger vehicle regardless of weight.

And :

"465.   A "passenger vehicle" is any motor vehicle, other than a motortruck, truck tractor, or a bus, as defined in Section 233 , and used or maintained for the transportation of persons. The term "passenger vehicle" shall include a housecar. "

Therefore, only a commercial vehicle can tow a train... and only a commercial driver can drive a commercial vehicle.

(It's like six degrees of separation)
