Toyota Repair: Delayed high idle at startup, air control valve, cold morning

Hello,
I've had this car about 10 years. What I see now, only on cold morning startup is a delay of 5 -10 seconds before hitting the expected 1500 RPMs. After warm up aboyt 650-700.
Morning start - immediate 1100, then climbs to 1500 before startup.
Rest of day, after sitting less than 8 hours, immediate 1500.
Is this normal, anything to check, clean, etc?
No Check engine, no codes.

It sounds like the idle air control valve may be sticking which is common on older toyotas, the valve is located on the throttle body and can be removed and cleaned, to give more specific information I would need the year and model and which engine it has.
