Toyota Repair: Rack and Pinion Boot and Strut Mount, cv joint, toyota repair

Question
When replacing a strut mount, would a toyota repair person notice a torn boot?  I took my toyota sienna for repairs.  I told the auto representative the a loud popping or buckling noise was coming from the driver side when I made left turns.  I was told it the strut mount needed to be replaced.  Two weeks later the noise is back.  I took my sienna back to the same toyota representative, he stated it was the rack and pinion boot. The representative also hear the loud noise when he brought my vehicle to me.  I did not have my vehicle service until I could speak with my husband about the repairs and the cost is now three time what the cost of the strut mount.  My question is, could the repair person see the torn boot when replacing the strut mount?  I am seriously thinking about placing a compliant with the BARR.

Answer
Yes they "should" notice a torn boot but I'm not so sure that this is where the noise is coming from, it's more likely a bad CV joint so have them sheck for that, popping noises when making turns are usually because of a bad CV joint or axle. Maybe you should get another opinion from someone more competent.
