Toyota Repair: valve adjustment, toyota hilux, valve clearances

Toyota Hilux 1999 2.7 petrol. i would like to know the valve clearances and maintance required to adjust them to help my local mechanic. The number 2 cylinder is suposed to be at 140 like the other 3, but is only registering approx 80. Can not seem to find any leaks.

These engines have a tendency to burn valves because they can tighten up when not adjusted correctly. The settings are 0.10" for the intake and 0.14" +/- 0.02". If the compression doesn't improve after the valve adjustment then there is a burned/leaking valve.
