Toyota Repair: 91 Tercel wont start, starter solenoid, jumper wire

Hi Ted. I have a 91 Tercel that has been sitting a while. When I turn the key, it won't start. There is no clicking sound of any kind. Nothing. Battery is charged and all interior lights, door buzzer, and headlights work. No flicker in any lights when I turn the key. Pulled the starter, it turns on a bench test. Pulled the ignition switch, turned it to the start position with a screwdriver -- I hear 2 clicks in the engine compartment: one near the fusible links, one near the starter. Starter does not turn. Try the same with the key back in the tumbler, and same as before -- no sound at all. I'd like to hotwire it using alligator clips on the ignition switch connector to make sure it's the switch, as I suspect, before I shell out $60 for a new one. What do you think? Thanks a lot

Eliminate the starter as the cause first, remove the small solenoid connector at the starter and place a jumper wire from there directly to the starter solenoid,make sure the key is off and in neutral, if the starter cranks the engine then it can be eliminated, then proceed with testing the switch,is this an automatic or manual transmission.
