Towing Issues: neighbor problem, neighbor problem, renting a room

okay heres the thing,my next door neighbor rents out rooms to people and theres this new guy whose renting a room there and he has like 3 cars plus a motorcycle. we live in a house with a big family and all the parking spaces in our parking lot is full, my husband just bought a maintenance car and he parked it in front of our house( we don't have any parking available in the streets for us but all of our neighbors do) need i to remind you we live in a house not an apt. anyways so my husband parks the car there and our neighbor gets mad because my husband rarely uses that car so its parked there for days and now the new guy has no where else to park his third car and says hes going to tow our car if we don't park somewhere else, but heres the thing part of that parking space is split between our side and their side and i wasn't sure if he can actually tow my husbands car knowing that he doesn't own the street. now my husband has to park his car down the street and around the corner from our house. what should we do?

If I have then right then you are "battling" over parking on a
"public street"  

NO ONE can have a vehicle towed from a public street (at least legally) other then the local law enforcement agencies... They can complain however and get them involved.

But I also want to point out that lots of people now feel that they need several vehicles and as such they tend to park them at the house in the driveways, in the yards, on the street and while that also seems legal at times vehicles which are not moved in a certain period of time tend to become abandoned vehicles per various laws.

But this problem is also one where the neighbor issue is a very typical problem also which at times does become a big problem
