Toyota Repair: 1998 4Runner power antenna, power antenna system, inner fender

Question
Rather than replace the power antenna system or mast (because the mast doesn't extend and retract properly), is there a way to disable the power antenna and just leave it extended at all times (and perhaps manually retract when desired)?

Yes it can be disabled when fully extended by removing the electrical connector from the motor, the inner fender liner has to be removed partially to get to it, another solution may be to just install the manual antenna either from the toyota dealer or a universal unit from any autoparts store.
