Toyota Repair: 93 Toyota Truck Problem, throttle position sensor, jumper wire

I have a 93 Toyota truck with a 22re in it, I am havin a problem with it, When driving the truck if feels like something is holdin it back, if you push the gas pedal down it will take off, but if your just driving it normal it seams like something is holding it back, I have replaced the plugs, the plug wires, the cap and button, and i have changed the fuel filter, and its still doin it, someone told me it could be the throttle position sensor, Is it possible?

Possibly but it should turn the check engine light on, has the basic engine timing been checked with a timing light, if not it should be done first, the timing should be at 8 degrees advanced at idle with a jumper wire placed in the diagnostic check connector between terminals TE1+E1, doing this will also make the check engine light flash and give any trouble codes if there are any.
