Toyota Repair: 4runner 22re power loss under 2500 rpm, valve plugs, timing advance

I have an '87 4runner with a 22re motor and it is just rebuilt. and it started first time after the rebuild (after i primed the oil pump and all) and it idled perfect
the problem is that any time i get below 2500 rpm the horsepower vanishes...it won't climb any kind of hill but once i get on level road it runs fine. I have replaced the fuel filter the pcv valve plugs wires cap rotor and it has plenty of compression, no obvious symptoms

Recheck the timing chain and make sure the marks are lined up at top dead center on #1, they have to be lined up exactly, even half a tooth off will cause a loss of power. How is the distributor timing, is it set at 8 degrees advance at idle, does the timing advance with an increase in engine speed off idle?
