How do you remove a key lock cylinder from a 1990 Toyota 4Runner?

I don't know, but can I assume you mean the door lock?
If so, if its only because the key is not turning stick the
red straw of a can of WD-40 into the key hole and spray a lot of
it in there, then stick the key in there and giggle it around and
try to turn it. This usually fixes the problem.

To remove the lock from the door you must take the panel of the
inside of the door. There are 2 bolts holding the lock cylinder in place. You must remove the linkage from it.
Get a repair manual from a library or auto parts store, it will
help  guide you.
