Hi, I just bought a Toyota and it passed Inspection in two states but the ABS light is on and stays on. I asked a mechanic and he said the computer doesn't communicate and he can't get a code for the problem. He said it may require me to replace the computer. Otherwise the brakes work fine and the brake pedals were recently replaced.

No, don't replace the computer it's probably not the problem, this car has onboard diagnostics for the abs system,I would advise going to the toyota dealer and have them diagnose it, there is a trouble code because of a malfunctioning input from one of the sensors, please find out what the diagnostic trouble codes are and then get back to me if you still need help.
