Toyota Repair: 1998 Toyota Camery P0441, toyota camery, purge valve

QUESTION: I have a 98 Camery, check engine light keeps coming on. Code P0441.I've changed the canister (complete assembly with valves and sensor). Yet on the readiness monitor it states not done on EVAP system. It is getting vacuum back there. And the vapor pressure changes while driving. The purge VSV goes on and off. I'm stuck.... Please help.

QUESTION: It is a 2.2L 4cyl, with auto trans.

Toyota had issued a service bulletin that instruted to check some of the evap hoses associated with the canister for forein matter and clean or blow them out with air and then replace the canister if that's not the problem but you have done that already, the only other thing I can think of is that the purge valve may intermittently not work or there is a restriction in the evap lines, if your'e interested I can send a copy of the bulletin, I will need an email address.
