Toyota Repair: 1990 Camry cooling fan problems, engine coolant temperature, glove box

Got your recommendation to turn on the key and disconnect the temp switch at the thermostat housing.  Did so, and the fan started up with the ignition key turned to ON.  As soon as I connected it again, the fans switched off.  To refresh, this is a 4 cyl.  I've checked the relays and replaced the temp switch.  If I leave the fans connected, they operate as soon as the ignition key is switched off and will drain the battery completely.  They turn off as soon as the key is turned on and do not come on during the running of the engine unless the air conditioner is turned on.  If this is the ECM can you advise exactly where to locate the ECM?  Thanks!

I would have to do a little more research as to what is causing this, the fan coming on when the switch is disconnected means that the relays and the circuitry are ok, the fan should not turn on when the key is turned on until the engine coolant temperature is high enough to turn them on so the only thing that is abnormal is that the fans come on  with the key off,I will need to research this a little more, I don't think the ECM has much to do with this but just in case it's located behind the glove box, remove the glove box and it can be located up high just below the dash.
