Toyota Repair: 1998 Camry - blinking dome lights and parking lights, emergency flashers, dashboard lights

I have a 1998 Toyota Camry LE.  Recently, when I first turn the ignition key to start the dome lights, dashboard lights and emergency flashers start blinking.  The car runs fine, but the blinking persists for a few minutes and then stops.  It now happens everytime I start the car.  Any idea what it could be - nothing about it in the manual.

Does it have an aftermarket alarm system, if so it could be the cause and may have to be removed entirely or replaced, if not there is some sort of wiring problem, it would take somone with electricle system experience and equipment to diagnose, sorry, don't have a quick answer for this one.
