Toyota Repair: Fault Code P0773, toyota celica, metal particles

I have a 1999 Toyota Celica with the check engine light on, after scanning it, the code P0773 Shift Solenoid E electrical? I checked the solenoids inside the oil pan and the resistance is at 13.9 Ohms and they open and close when energized with 12v I checked the resistance at the ECM from the SL terminal to ground and got 4OHMs

The shift solenoid "E" is the solenoid that locks the torque converter at cruising speeds, in most cases solenoids are not the problem, they get clogged with foreign material and stop passing fluid or get stuck, I would recommend removing the transmission oil pan and inspect it for any metal particles in the bottom of the pan and if there are, the transmission is the problem and it will need to be replaced.
