Toyota Repair: Trouble Code PO446, haynes repair manual, 2002 toyota camry

I Have a 2002 Toyota Camry 4 cyl. 2.4L Engine.....I recently got a trouble code PO446. I went out and bought a Haynes Repair Manual. Found out the code was EVAP Canister Vent Control Valve Circuit Fault. My question is what exactly does this mean, and how can I repair it.....thanks

In most cases this code comes up because the gas cap was left loose or left off, make sure this is not the case,if not let me know because there is a service bulletin from toyota that addresses this condition, I can send you a copy of this TSB but I will need an email address to mail it to.
