Toyota Repair: Third brak light in the spoiler, light bulbs, quick solution

I have a 99 Camry LE. It has the third breaklight intergrated into the spoiler that sits on the trunk, When I step on the break this light turn on and funtions normaly but it doesn't stay dim when the head lights are on(like the other 2 break lights) I remember it use to stay Dim when the hrad lights are in but that was months ago.

A quick solution would be to make sure the correct brake light BULB is in the spoiler. Sometimes when light bulbs  are replaced a similar bulb is used because it looks the same, but not the exact one is used. (wattage). I have dealt with this issue before and this solution has always corrected it.
