Toyota Repair: Windshield wiper fluid pump, windshield wiper fluid, fuse blows

95 Toyota Celica ST 1.8 liter manual trans

My pump isn't pumping water or fluid from fluid reservoir.  When I apply the switch to do so I cannot hear anything at all coming from the area of the pump.  My question is:  Is there a fuse for this?  If so, where is it located because I cannot find one anywhere for this.  If there isn't one.  What else can I check?  Or is this a case of replacing something? I bought the vehicle just a few months ago so I do not know when this started.

The wiper and washers are both on the same fuse(wiper)if the fuse blows neither will work, the problem could be that the connector for the pump motor is off or a wire is broken or the switch on is bad, remove the inner fender liner to get to the washer tank and the pump motor, check for 12 volts at the wires of the motor by connecting a voltmeter across the terminals while someone turns the switch, if there are 12 volts the motor needs to be replaced, if not there is an open circuit in the wiring somewhere between the motor and the switch.
