Toyota Repair: 91 toyota previa van wont start, toyota previa, pepboys

Question
I sold my van to family only thing wrong with it at the time was the brakes which we replaced the master cyclinder (4th time) -they never paid they said it broke down in nov they had it since may I believe they ran it hot they really messed it up . we got the battery charged when we try to start it nothing the oil light and transmission light comes on but will not turn over  there was no raditator cap on it body was damaged as well as the radio messed up I honestly dont know what they did but it wont work ,drive  the lights and alarm does come on but that is it. we reciently had the transmission rebuilt before they got it. Im afraid they cracked or warped the engine when we got it the engine was rebuilt that was in 2001 it in now being towed to my moms since pepboys "feels uncomfortable touching it"

I have no way of knowing whether it was overheated or not.
Since the engine won't crank over it's possible that the starter is the problem, it's also possible that the engine may have seized, see if the engine can be rotated at the front by turning the the accessory driveshaft.
