Toyota Repair: horn issue, 1991 toyota corolla, jumper wire

I have a 1991 toyota corolla . its horn does not work . I have taken the car to many shops and all of them give different views . should I first try to get horn replaced before getting the problem diagoned ( charges quoted 100 dollars per hour) and then parts/labor

Locate the horn, it should be mounted near the radiator, disconnect the electrical connector and use a jumper wire directly connected to the positive terminal of the battery, connect it to the horn, if there is no sound the horn needs to be replaced.
