Toyota Repair: 94 V6 truck with rough idle @cold start, vacuum hoses, assecories

94 3.0 V6 toyota pickup, 5-speed 4x4
Truck has 206k with new crate engine 40k ago.  
This truck idles really rough when first started, after about 30+ seconds it suddenly runs fine, like you flipped a switch.  IT only does this when first started, or a cold start. Check engine light is not on, I just got the truck and don't know if check engine light works, but it does light up with key on assecories.  Also the power steering dosn't work at an idle but works fine when in the gas.

These engines are notorious for headgasket problems, I know it only has 40,000 miles but is still a possibility, have it checked for this before doing anything else to eliminate this a a possible cause.
The check engine light condition is normal.
The power steering pump has a vacuum switching valve that connects vacuum hoses to the intake system which increases engine speed at idle to help with the power steering assist, the switch is located on the bottom of the power steering pump, the hoses may be disconnected at the pump or they may have been bypassed this condition can cause a rough idle but it would be there all the time but it's something you can check.
