Toyota Repair: 22re crate motor wont start, starter switch, crate motor

Hi, I recently replaced the 22re in my 91, 5 speed, 4x4 with a 22re crate motor.  I can't get the crate engine to start.  The ECU is giving me a code 12.  The ignitor and pick-up coil in the distributor were both replaced with no change.  As far as I know, code 12 indicates the distributor, dist. circuit, starter switch, or ECU.  I wouldn't think the ECU could have gone bad, and the distributor itself is OK too I think (New pick-up coil).  As far as the starter switch, I kinda ruled it out because one time the motor DID start but only ran for a few seconds.  Then the ECU was giving me a code 12 AND 13.  The only common thing between the two codes is the dist., dist. circuit, and ECU.  As far as the wiring harness, I haven't altered anything in the swap.  I even had the truck at a Goodyear Gemini service center for a week and they couldn't diagnose it at all.  I cracked the fitting on the cold start injector and I have fuel pressure, but the injectors are not firing, I think.  Please help, and let me know if you need more info, thanks.

Did you verify whether there is spark at the spark plugs?
If there is I would still recommend replacing the entire distributor because the code 12 indicates a loss of the NE signal, this is a speed signal to the computer telling it that the engine is at a certain speed, about 250-300 rpm at cranking, if the computer does not receive this cranking rpm the fuel injectors will not be enabled, they will also not work if there is no spark to the spark plugs, I think your problem can be solved by replacing the distributor.
