Toyota Repair: Toyota T100 High Idle at Startup, toyota t100, fan clutch

I have a 1997 T100 w/V-6 engine.  I have had it since July, 1999.

It has always exhibited a high idle on startup:  approx. 1400 RPM.  Since the fan clutch is fully engaged (for some reason) at startup, the engine sounds as if it is running much higher than it is.

The idle does not decrease for at least a minute.  I always put it into gear and drive away ASAP in order to avoid having a cold engine revving without a load.

Is this a design feature (if so, why?).  Is ther any way to have the engine start at a lower RPM, say 1000 RPM?

1400 rpm at high idle is normal, check the fan clutch, it should not be tight when the engine is cold, the fan should spin freely so the engine can warm up as it should, it sounds like the fan clutch is seized and that is why the engine takes longer to warm up and idle fast for too long, replace the fan clutch if it does not spin easily when cold.
