Toyota Repair: fuel problems in 95 toy 4runner, mass air flow meter, mass air flow

Question
I have a 95 toy 4 runner, 4 wheel drive, V6. 163900 miles

I drove the truck to work shut it off, when i went to start it again it wouldnt start.

We replaced the fuel pump, fuel filter, and all lines  also checked all relays and fuses. Still truck wont start.  There is no power to the fuel pump.  Please help. Thanks

Answer
The fuel pump is turned on by the circuit opening relay located on the right side under the glove box, the circuit opening relay is turned on by the mass air flow meter circuit when there is a starter signal when the engine is cranked and then starts up. The problem could very well be the circuit opening relay because if it fails the fuel pump will not be turned on.
When you say there is no power to the fuel pump which color wires are you checking?
There is a blue wire which should show 12 volts when the engine is turned over and there is a white/black wire which is the ground circuit. The blue wire will not have any voltage unless the engine is cranking.
