Toyota Repair: Key will not release will power is gone, neutral safety switch, toyota camry


Question
I have a 2000 toyota camry with 74000 miles and the gear shifter was slammed into park, and now the key won't release because it won't turn all the way over to the off notch. But the key does come out with no problem at all once the battery has died. Also, i can now switch into any gear without putting my foot on the brake. is this the neutral safety switch? do you think it may have moved out of place and doesn't see that my car is in park? am i able to do a self fix?

When the battery is disconnected they key can be removed with no problem and the car can be shifted to any gear without the brake applied, is this correct?
I'm trying to figure this out because the shifter should not move out of park with the battery disconnected.
The problem is not the neutral safety switch, the problem is with the shift interlock system.
When the shifter is in the park position is it locked in park and the car can not move?
Are you able to move the shifter from the park position without turning on the key or depressing the brake pedal?
Does the engine start in the Neutral and the Park position?
