Toyota Repair: 89 corolla gts wont start, corolla gts, starter relay

Question
I have a 4AGE duel cam in my corolla to get it to start at first i would click the key alot eventually would turn over, replaced the starter had the battery tested, alternator tested, touched a multimeter ground to the starter and the positive on the battery measured 12v replaced starter relay under dash, still only a click from the starter relay, starter does nothing, all my contacts that i can see look fine, im stumped, where do i go from here? thanks Roger Reed

If this is an automatic transmission try replacing the neutral start switch on the transmission, try moving the shift lever back and forth while holding the key in the start position and see if it cranks over if it does the neutral start switch may be the problem.
