Toyota Repair: 94 Toyota Camry Idle Problem, spark plug wires, toyota camry

Question
94 Toyota Camry LE 4 Cyl 2.2L approx 89,000Miles.

Recently I observed When I first turn the car on or at a red light at idle, first the idle speed goes to approx 1200 and quickly falls to about 750, but when it falls to 750 where it used to be before the probelem started, the engine starts to throb/flutter and the idle speed then goes up 1000 and this sequence kind of repeats. On accleration at say 30-40 miles an hour the throbbing has long gone, but do feel a lack of power i.e press more accelerator to get it to go faster.

Tried to read your opinion on IAC Valve being stuck or old. Went to a mechanic who said I need to change the ignition wire set, Rotor and Cap for approx $200 parts and labor plus $50 for tune up and $50 for Fuel system clean up.

I am debating if it is IAC or what the mechanic suggested and your comment on the cost.

Also he suggested to change the front motor mount for approx 250?

Thanks and looking forward to your reply.

Answer
I'm not sure if you have an electrical engine misfire or there is something else causing this, so here is what I suggest, if the spark plug wires etc. are old or original have the mechanic do what he recommends, the idle speed control valve has very little to do above idle speed or fast idle(does the engine have fast idle when cold?)Have the air intake tube from the air filter to the throttle body checked for any cracks or leaks, any air leak here will cause all kinds of driveability problems including surging and stalling, if after that there is still a problem the IAC valve may have to be removed and cleaned.
