Toyota Repair: Dead 1994 Previa, jumper cables, starter installation

My 1994 Toyota Previa has no power. I replaced the battery 6 weeks ago, and had a new starter installed 2 weeks ago to resolve a starting problem when I would get up to a dozen "clicks" before the engine would turn over. Now, all systems are dead (no dome lights, power locks, etc). When I tried to jump the battery it produced sparks as if it were a dead short and would not let me hook up the jumper cables. Is this due to a faulty starter installation, or am I looking at something more serious such as a bad alternator or voltage regulator? Thanks in advance.

Yes there is a direct short to ground, I recommend that you call the place that installed the starter and have them recheck their work, one thing you can check yourself if you like, look underneath at the starter and make sure the large positive wire is attached to the starter terminal.
