I have a 1997 Toyota Avalon.  I was repairing an error in the ABS system.  When the airbag warning lite stays on.  The error code is 3 flashes followed by 1 flash. What is this error indicate?

Are you referring to the ABS system or the airbag system, I'm confused.

The error code refers to the air bag system.  My reference to ABS system was to point out that I was working on that when I got the air bag error.

Sorry, it seems I lost you somewhere, thanks for the reminder.
The error code #31 is a center air bag sensor failure, in other words the air bag ecu, there are no other options than to replace it according to the factory repair manual.

Thank you for that info.  I should have asked this in my original question.  Where is the air bag ECU located and what does it look like?

Answer
It is either located under the center console toward the rear or under the front of the dash center console below the radio. it has a few connectors attached to it, it can be identified easily because the wire harness going to it is bright yellow as are the connectors, these have special locking tabs, make sure you disconnect the battery before doing any air bag work.
