Toyota Repair: injector pulse ?, noid light, terminal voltages

I have an 87 4-runner,22re engine.trouble codes7,11.I get 12.5 volts on both sides of the injector harness,but with a noid in lt I don't get a pulse.I ohmed the harness from the ECM .(.004 ohms)to #10pin at the ECM.TPS is working properly according to TDM.tried 2 different ECMs.Tried 2 TPS's.looking for a little insight .I ohmed the resistor(.003) on both wires.the vehicle will start,& run for a couple of seconds until the fuel from cold start inj. burns.    HELP thank you Frank

You should not be getting a 12v reading on both sides of the injector connectors, there should be constant 12v at one side only, the other side is grounded by the computer to switch the injectors on and off, the duration of this switching depends on the engine load etc.,
The reason the noid light doesn't show an injector pulse is that apparently there are 12v being applied to both sides of the connector so there is no voltage switching or voltage differential between the two connectors, two voltages of equal pressure will cancel each other out and the result is zero voltage. this is the reason the injectors are not working.

The problem is that you need to find out why there is voltage on the connector where there shouldn't be any,there could be a wire harness problem, you have already tried two computers so I don't think that could be the problem,I suggest that you find a repair manual that has all the specifications for ECU terminal voltages and resistance checks and do those, it's time consuming but it will give you the selution to the problem.
