Tractor Repair: Hydraulic pump, ford 3000 tractor, crankshaft pulley

I inherited a ford 3000 tractor, 1971? When i first got the tractor the front end bucket worked fine. Now i can not get it to lift. Checked the oil it was very low so i filled it and i still can not get it to lift. The pump sits in the front of the tractor

  From your description, it sounds like it has an external pump for the loader that is driven off the front crankshaft pulley of the engine.  Sometimes the drive couplings between the engine and the pump fail and then the pump does not turn.  If the pump is turning, then make sure it is getting enough oil.  If there is a filter, change it and also make sure the suction hose is not kinked or pinched or collapsed.  If everything checks out OK, then possibly the pump is worn out.  If the oil level was very low, it could have damaged the pump.
