Tractor Repair: 1466 I H tractor, international tractor, relief valve

Arnie,
 I have a 1972 model 1466 diesel International Tractor. It has sat all winter and when I started it this spring I had no steering or Brakes.It has done this in the past, but I used to bump the front wheels with my pick up and then the hydraulics (the power steering and brakes) would start to work.The hydraulics to the plow works all the time. No problem on the rear end.
    I feel like it is a valve that is sticking. I don't have a parts manual so I am at the mercy of someone who knows about this type of problem. Hope you can help. Stan

  There are a couple of things that can cause this.  If the pump is getting worn, it can lose prime after sitting for awhile.  The sump check valve can allow the oil to drain out of the steering system and you would not have steering at startup, but if the pump is good it should start working again after a minute or two.  The steering, brakes, and TA get oil from the same pump, and the hitch and remotes get oil from a different pump.  If the steering relief valve or steering priority valve were sticking, it would affect only the steering and not the brakes.  My guess is that the pump can't prime itself because of a suction leak or because the pump is worn out.
