Tractor Repair: injection pump timing, flywheel teeth, international tractor

My International tractor with a d414 engine has no btdc mark. I need to know how to find 18* btdc. Can i count the teeth on the flywheel and divide that into 360 to find out the degree per tooth? I cant get  it timed to crank on its own.

  A D414 engine such as in an IH 1086 will have degree marks on the flywheel and a pointer under a cover on the clutch housing.  The injection pump timing mark can be seen through a pipe plug on the rear of the engine timing cover above the injection pump.  Turn the engine in the normal direction of rotation until the proper degree mark aligns with the pointer, and the injection pump marks should line up.  If for some reason the flywheel has no visible marks, you could theoretically divide the flywheel teeth into 360 degrees, but you would still have to find TDC for a starting point to find 18 degrees before TDC.
