Tractor Repair: Draft control, draft control, ford tractor

Lift will not stay where you put it, it's constantly going up and down.  The lever is always hard to move up and down but sometimes you nearly have to use both hands.  It's a 1963 Ford tractor 2000.  Also, at times the draft control wants to move up and down with the regular lever.  Do I need to tear it down and what do you think it could be?  Any help would be greatly appreciated.

if the levers are sticking to each other and are stiff you will probabley need to strip them down and either clean and grease the bushs untill they are free any parts you remove put back on the same way position etc see how it works after this if you still have trouble with the lift going up and down constantly get back to me
