Answer
Hello,

I don't know why the dealer could not help you, unless they didn't have a service manual for this model.  I looked it up in the manual today.  H9 fault code means "open circuit or short to ground on both raise and lower solenoid circuits."   Obviously, both solenoids aren't going to fail at the same time, so it is more likely that there is a wiring problem, a bad connection in a harness connector, or a bad ground to the solenoids.  The solenoid coils can be checked with an ohm meter, and should have about 10 ohms resistance.  The hitch controller has what is known as a clean ground, which means it is grounded directly at the negative battery post clamp.  Check the clean grounds first, since it's common for the battery terminals to become corroded.  There are also chassis grounds on the side or on top of the transmission and rear end.
