Tractor Repair: Steering Problem, flow divider, broken spring

I have a 1984 International 3088.  Everything seems to work fine except the steering.   I have to run the engine and work the hydraulics for a while pumping the brake and clutch to be able to steer.  The dipstick shows full.  What might be the problem

Hello,

  The steering relief valve in the bottom of the multiple control valve might be stuck, or it might have a broken spring, or a blown o-ring.  The flow divider valve in the middle of the multiple control valve might be stuck or might have a plugged orifice or broken spring.
