Tractor Repair: carburator (367259R92) 1962 560 ih, sediment bowl, vacuum leak

Question
I PUT A KIT IN CARB AND CANT SEAM TO GET FLOAT ADJUSTED RIGHT.IF I HOLD MY HAND OVER AIR INTAKE IT WILL RUN FOR 1-MIN. CLEANED TANK (looked good no rust)new sediment bowl.

Answer
The float should be adjusted so it sits level with the carburetor body turned upside down.  Either you have a vacuum leak, or there is still not enough flow from the fuel tank.  disconnect the fuel line from the carburetor and let the fuel flow out from the tank.  It has to run a full stream, a little dribble is not enough.  Make sure the float moves freely and is not binding when the carburetor is assembled.  You should hear it move when tipping the carburetor upside down and back upright again.
