Tractor Repair: ford 2000 pto, clutch, rust

i can not put my pto in gear by using my clutch. i have to turn off the tractor and put it in gear and then start it. it started doing this after i changed hydraulic fluid.

  Hello,

  Changing the fluid should not have anything to do with it.  This model should have a 2 stage clutch.  You should feel the pedal push harder when it's about 3 inches from being all the way down.  If you don't feel the difference, it either needs adjustment or something is wrong with the pressure plate assembly.  It could also be that the pressure plate is working OK, but the disk is stuck from rust and moisture.
