Triumph Repair: 1975 tr6, rod bolt, cam followers

hi scot  i have a 1975 tr 6 been stored for 18 years .when i got it out the engine seamed seized , i removed the head ,there was a bit of rust not much so i put a wrench on the crank  and with a lot of efford i turned it about a quarter turn back and forth ,an locks up ,i pulled the oil pan suspecting a rod bolt loose and hitting the block ,no such luck ,last i removed the timing cover to inspect the timming chain ,its ok when it moves the Quarter turn it moves freely but will not go past that point do you have any idea?????

Assuming it is out of gear ;)

Pull each of the cam followers and inspect; I have had lifters rust into the bore, and/or develop a "rim" or have failed and now oversized to the bore, and this prevents the crank from turning through the camshaft.  If you can't pull all the lifters out of its bore (now that you have the head off), then that will block the spin.

Alternately, you can remove the chain from the cam, and if you can then spin the crank, and can't turn the cam by hand, then it follows it is hanging on a lifter.
