UK Car Repair: 2 questions?, induction kit, headlight bulbs

#1. got 2 questions really, im 1 month til' 17 and have got my car but im currently working on it until i have passed my test, do you know what the insurance would be for a 106 1.1 with backbox and induction kit ?

#2. i was replacing the headlight bulbs for led's but when i installed the new leds and started up the engine the bulbs wouldnt come on ? i accidently touched the metal part of the bulb but i dont know if this would affect or blow it ?

firstly insurance will be over a hundred a month. two hundred with mods.

the led's are polarised so only work one way. +/- must be the right way.
try them with wire to the battery. positive to the side terminals and negative to the bottom terminal. if it wont work like this it doesnt work.
