Volkswagen Repair: 98 jetta windshield wiper switch, rear brakes, new shoes

Two questions about manual 98 jetta.  

First, could you lay out the steps necessary to change a windshield wiper switch?

Second, the parking break does not apply enough pressure to the rear brakes, is there a way I can tighten my parking break?

Brian,
  You have to:
1) Remove the airbag (if installed)
2) Remove the steering wheel.
3) Remove the upper and lower plastic steering shrouds.
4) Remove the switch assembly.

As far as the rear brakes, the adjusting nuts are accessed by removing the rear of the center console.  Of course, you may need simply need new shoes/pads.
