Volkswagen Repair: vw starter, bolts, bolt

1973 vw beetle
trying to remove the starter have taken 1 bolt out but can't take other one out, manual says there is 2 but we can only locate 1. starter is some what loose but will not pull out. is there a trick to this? should the starter come out easily?
