Volkswagen Repair: Dying Jetta from 2001?????, sea foam, family crisis

My 2001 Jetta with a re-built engine installed in 2002 (due to a mechanics error that caused the engine to be replaced by the dealorship),,,,will not stay running, and/or will not start. Ive started to notice powerloss a couple of weeks ago and yesterday as I got off the highway I began to lose power. Down to 40 then down to 20 then it died (over the course of 1.5 miles.) I then got it started again and it sputtered and incresed power and lost power all the way home. This morning it wouldnt start for about 3 minutes then it started and I thought everything was fine. I turned it off to try again and it hasnt started since. All maintenance is upkept, and there hasnt been any major problems other than when the mechanic screwed up the engine (didnt install the drain plug properly diring an oil change, and all the oil ran out,,,all while driving 200 miles.) It has 89,000 highway miles on it. I put in Sea Foam fuel injector cleaner and carb cleaner. What do you think?

Sorry for the delay, we had a family crisis.

As for your engine problem, I think your engine is not getting enough fuel. Did you try changing the fuel filter?
Other than that, I'm not familiar with these symptoms.
