Volkswagen Repair: VW Jetta smoking from steering column, spiral spring, vw jetta

I have a 1995 Jetta (105K miles) that periodically smokes from the steering column. Took it to a dealer, they can't find what's causing it, say maybe it's the turning signal switch but can't know without replacing it. They also want to replace the air bag spiral spring to the tune of $560 for just that!

Any advice?

This is not uncommon. Dust collects between the steering wheel and the column and the current from the horn contact causes the dust to burn off once in a while.  Take a flashlight and look up under the steering column in the space between the steering wheel and the column, and you'll see a build up of dirt.  A gentle sweep with the edge of a rag will remove the dust.
