Volkswagen Repair: 99 Beetle Oil Leak, design fault, time oil

My 99 Beetle leaks oil badly and it looks like it is from the area of the oil filter.  This happens no matter what filter I use and has been doing it since the first time oil was changed by the dealer.  I read of this problem a year or so ago but have not found the cause or a solution.  Any thoughts would be greatly appreciated.

I, personally, would go back to the dealer.  They may have screwed up the filter screw.  Take your paperwork with you.  Let them fix it as they would have got the latest bulletins on a repair procedure and who knows it should be free if it is VW factory design fault.
